How to make rules

So when i made my server i had one plomblem,how to make the rules.I have tryed many commands but i can't figure it out.Please reach out as fast as you can so i can figure it out because with know rules,my server has been going CRAZY!Please reply quickly.Thanks!

you can edit the rules by editing the file text/rules.txt

Perhaps don’t have a server, if you can’t do simple things like configure rules or enforce them, you really shouldn’t have a server.
