Block Replacement/Disable Fy and NoClip

Is it possible to prevent players from flying or using NoClip on my MCGalaxy server but still allow them to use enhanced speed? Also, is it possible to replace all of one block on a map with another block? I want to replace all of the grass with Lava.

Can you elaborate on what restrictions need bypassing? If you're running into a limit of how many blocks you can modify at once, you can change it using console with /help limit

Like if I disable fly and noclip, can I keep them enabled just for myself?

add +ophax if you want to enable hax for operators or use /referee for urself
