Help with /gb and /lb

Hi guys. So, I'm trying to add a block to the inventory. My problem is how to put the "fallback block". It says that I can put the block ID or block name. So I added a block ID and it says that it is not valid. What could I put so I can go forward? Thank you.

Here, I typed the block id. (pic 1)

Then it says that custom blocks cannot be used as fallback blocks. (pic 2)

Fallback block means what players see if they dont support custom blocks. It has to be the closest block from 1-65
