Mip, not mini. It's meant to smooth out noise at distances by smoothing the textures, but it's malfunctioning here and sampling colors that shouldn't be in the texture.

It's due to the limited mipmaps support provided by WebGL1 that cannot be worked around - you won't see this if you enable mipmaps on the desktop client.
