It works across all devices (excluding mobile) pressing alt brings up emojis, color codes and miscellaneous characters @Corspez

Technically yes, like jviteo2005 says, it does work on the web client, thats because CC's client is the same on web like on downloaded (app).

..Huh? it doesn't work for you? what do you mean by that? are you pressing alt when you have the chatbox pulled up?

Your laptop could have some weird keyboard setup or it might be a browser extension, idk
