I cant create a new account

I have been trying to make an account and all it says is "Cant create an account right now try again in an hour or assume something is being worked on" 3 days later still wont create so is something being worked on or is there a limit to accounts per email?

i had the same problem you can make atleast 20 sometimes 5 but cant go over 20
