If you want to use a skin that you downloaded, then you have to go to https://www.classicube.net/acc , then what you do is click upload skin, after you do that,  select the file with the skin you want, then press upload. If it doesn't work the file is to big and you have to change it. If you want, you can also go to AndrewPH's announcement on new skins, you don't upload them, but you can chose which skin you want and you can also customize them as well:

  3. Adjust your preference.
Chrome (Desktop)
  1. Click the padlock icon in the address bar.
  2. Select Site settings.
  3. Find Notifications and adjust your preference.
