I need help making my server to public

i tried forwarding the port too many times and keep getting me a error message thinks it down.
but my server is up and running.

i tried this on a browser and it didnt work until i press with the word proxy and it works fine.

Some ISPs have it so you cannot connect to your own IP address. Seeing as the HTTPS proxy works proves you can receive connections. In addition if you had not properly port forwarded you would have seen a warning stating that the port is closed.
