Can some one help me agree to the rules in game

If you're referring to needing to agree to the rules within a server to type in chat or use commands, some MCGalaxy servers enabled an agree-to-rules-on-entry setting which requires you to read and accept the server rules by typing the following commands into the chat-bar on the server:

/rules and /agree.

And another thing  my skin on not awesome is not showing all i see is the default skin
