Nope, you can't. The server should be hosted on VPS or your own server hardware (or just pc) with public IP and opened networking port.

Technically, you can run the server on your phone. There is no such app where you could press one button and start the server, so you need to install Termux and setup mono runtime, then you can download and (maybe) run MCGalaxy. Btw, you cannot do this if you are not an experienced Linux user.

Simple answer: You can't. There is no host function in ClassiCube. You need to run server separately. P.S. If you are behind NAT, your frined will not be able to connect even if you start the server.
