Create account failing

Every time I try to create an account it fails with "This could be for multiple reasons, try again in an hour and if it still does not work assume something is being worked on". I have tried on and off for a week now. I only have this 1 account right now.

Generally this occurs when 10 accounts have been registered from the same IP OR the email you REGISTER the account with has already been used. You can set it to a different email account then change it to the one you want it on. I believe it's one of those two issues, if it's the former, use a vpn.
