How to start a server without downloading the game? How to add other texture blocks like ladders etc.

First of all, you don't need to download the game, you just need a texture pack and some knowledge of how to set up custom blocks. Here's a useful tutorial by Empy:

Servers need a computer to run on. Unless you can trick somebody into running a server for you, which they won't get any benefit for since you're too young to send them money, you will need to download the software and run it yourself.

 

I strongly recommend getting your own computer instead of trying to do it on a school-issued chromebook that you are supposed to be learning on.
